Meeting convened at 4:10 p.m.

The minutes from the September 20, 2006 meeting was approved.
The board received a response from the Commissioner of Revenue regarding 8 of 58. Our authority to abate was denied. The Commissioner recommended the Collector should certify any outstanding balances to the Treasurer.
An ATB Motion to Dismiss due to the lack of jurisdiction was requested by telephone conference and is scheduled for October 16, 2006 at 11:00 a.m.
The board reviewed and approved all Chapterland applications and all Notice of Actions. One new application was approved along with the Chapterland tax lien to be recorded at the Hampden County Registry of Deeds.
The board reviewed and approved Uncollectible Motor Vehicle and Trailer Excise from calendar years 1990 through 2002. All uncollectible motor vehicle excise will remain marked at the RMV.
The board approved and signed all Motor Vehicle and Trailer Excise Abatements put before them for calendar year’s 2005 & 2006 along with a 2006 Motor Vehicle and Trailer Excise Commitment # 5 in the amount of $30, 225.78.
Discussed at this meeting was the issuing of 2006 Supplemental Tax Notices for all new construction that received an occupancy certificate in FY06 and increased 50% or more due to the completion of the improvement. These notices give the taxpayer’s a chance to discuss the value and if necessary make adjustments when warranted prior to committing these values to the Collector.
Diane updated the board on the current assessing software and the progress in that area. A demonstration for another software vendor has been set up tentatively for October 25th. Building permit visits have been completed and the monumental task of entering the data remains at hand. Chief Kozloski updated Diane of the surplus police cars and the approximate cost to bring these vehicles up to speed. Diane is trying to obtain a surplus vehicle to be dedicated to this office for field review work. This information was shared with the board and she will keep the board abreast on this matter.
